Scope includes:

  • Utilization plan development: Review of contractor-submitted participation plans for feasibility and good faith effort compliance
  • Certification verification: Validation of subcontractor MBE, WBE, SDVOB, and DBE credentials through certifying agency databases
  • Commercially useful function monitoring: Verification that certified firms perform actual work, not merely “pass-through” arrangements
  • Monthly/quarterly reporting: Preparation of utilization reports tracking dollars paid to certified firms against contract goals
  • Corrective action planning: Identification of participation shortfalls and development of strategies to meet goals without compromising project integrity
  • Agency liaison: Interface with MTA, NYSDOT, ESD, and other agencies on compliance questions, audits, and disputes

  • Regulatory compliance: Verification of continued affordability requirements, rent roll compliance, and regulatory reporting for subsidized housing
  • Reserve fund management: Oversight of capital replacement reserves, operating reserves, and compliance with lender/agency reserve requirements
  • Investor reporting: Preparation of quarterly financial reports and distributions for syndication investors and JV partners
  • Disposition planning: Financial analysis and preparation for asset sale or refinancing, including compliance with regulatory approval processes
